ARCADIA — Civility took a back seat yet again at the Arcadia City Council meeting Tuesday night. But this time, the bickering was not among the council members, but among a councilman and two former councilmen in the audience.
What set off the fracas was an agenda item to discuss moving the local elections to coincide with county, state and national elections in even years. Such a move would have the effect of extending the council members’ term a year.
